Use damper blades that are the opposed type instead of parallel - opposed blades provide better control and have less air leakage in the closed position.
Upgrade your building's heating, ventilating and air-conditioning system to include an economizer cycle to take advantage of free cooling.

Install a heat recovery system to capture the heat exhausted from your building.
